でも、ニュースや記事には、よく出てきます。英語では、”considering” や “regarding” などと訳されることも多いようですが、続く文章や文脈によって、不自然になってしまう場合があります。
Personally, I rarely use the expressions「Nをめぐって」「NをめぐるN」 in my daily life. However, you will often see them in news and articles, so keep these phrases in mind. In English, it is often translated as “considering” or “regarding,” but depending on the following sentence and context, it can be unnatural.
