It’s used when you have free time in a particular schedule (including the person’s daily schedule).
「暇な時」と「時間がある時」は文章の中で同じ様に使うことができますが、英語訳と同じで、少し印象が変わります。
Both phrases, 「暇な時」 and「時間がある時」, can be used in the same way in a sentence, but they have slightly different impressions, just like their English translations.

レッスン中に学習者さんから質問されました。
ー 先生！「暇な時」「時間がある時」は、同じですか？
あれ、確かに…英語でも言い方は違うけど、大まかな意味はほとんど同じだな、と思いました。
I was asked a question while my student and I were practicing the phrase “〜時.”
ー Teacher! Is there a difference between “when you are free” and “when you have time?”
Oh, right…
Although these phrases are said differently in English, the general meaning is almost the same.
個人的には、「暇」という言葉は、何もやることがない、つまらない時間という少し悪い印象もあるので、相手に質問をする時やフォーマルな場面では、「時間がある時」という表現を使います。
Personally, I feel that the word 「暇」 could give a slightly bad impression of having nothing to do and boring time,
so I would use the expression 「時間がある時」 when asking other people a question or in a formal situation.
そして、仕事で「暇な時」と言われたら、『私は暇ではありません』と心の中で思います。笑
たとえば、上司に「暇な時、この資料を確認しておいて！」と言われたら、自分では『私は暇ではありません』と思っているので、資料を確認せず、ほったらかしにするかもしれません。
私は、ダメ社員ですね。笑
「時間がある時、この資料を確認してください。」と頼む方がいいですね。
Additionally, if I was asked 「暇な時」at work, I think, “I won’t be free.” or “I won’t have free time.”
For instance, if my boss says to me,
“When you are free/When you have free time, check this document”
I might not check it and leave it forever because I would think, “I won’t be free.” ” I won’t have free time.”.
I am a bad employee, aren’t I? hehe
Therefore, it is better to ask, “When you have time, please check this document.” to others.
